Any idea on how to clear up the water on my 40gal tank? - can you breed snails and shrimp in one tank

I have a plecostamus, 3 Peacocks baby, a comet, a shibunkin, 2 baby butterfly koi, 2 algae shrimp, snails and shrimp floating in my tank. i do 10% water change once a week and 25% water changes once a month and the filters are cleaned every week, but the water is still cloudy. I do not know my tank is overflowing and I know that the race of the goldfish, a high degree of waste, but I wonder whether there's a better way to clear the water. the filtering system is built into the lid and I use a carbohydrate ammunition in a pocket for additional filtering, but that's still not working. nothing to help.
